The blowing agent and the test reports are the two hardest evidence items. Ask the supplier directly for both; be cautious if they cannot provide them.

The EU Packaging and Packaging Waste Regulation (PPWR, Regulation 2025/40) was published in January 2025, replaced the 30-year-old directive, and applies generally from 12 August 2026. Two requirements matter most for exporters:
1. From 12 August 2026, all packaging placed on the EU market must be recyclable — technically collectable, sortable and suitable for material recycling;
2. From 2030, recyclability will be graded A/B/C; packaging below grade C (around 70% recyclability) will not be allowed on the market, and plastic packaging will face rising recycled-content quotas.
In short, EU-bound packaging is moving from "can it be recycled" to "how well is it recycled". Cushioning made of hard-to-recycle mixed materials will face growing friction; single-material, compressible polyurethane foam is an easier path to compliance.
Many people assume all foam is non-recyclable, but it depends on the material and the recycling path. When sourcing eco-friendly foam packaging, ask these four questions:
1. Blowing agent: is it a fluorine-free / HFO system? Is there a statement on ODS elimination?
2. Testing: can RoHS/REACH reports be provided, and by which third-party lab?
3. Usage: how much material is needed for the same protection, and what density? Saving material is saving carbon;
4. Storage: how are the chemical drums sealed? For the red drum (Part A), wrap waterproof tape or stretch film around the joint between the drum opening and the pump to reduce air flow, so Part A does not absorb moisture and crystallize — crystallized material wastes money and harms both foam quality and compliance data.
